In my opinion after watching TedTalk. I think it most definitely depends on where you live. Or environment is poison by drugs when I say depends on where you live plays a bigger part on drug war and addiction. Living in urban areas there are drugs being sold on every corner all kinds of drugs anything you name you will most likely be able to get it in the hood or an urban area. Like Ted stated when he went to Brooklyn drugs were everywhere. As for addiction I think it’s very difficult to control this is why so many people can’t stop getting high if that’s all you have around, and being around it all the time you can become a junkie and a crack head.
